Required Periodic Rules Review

The North Carolina Interpreters and Transliterators Licensing Board’s existing rules are located in 21 NCAC 25 within the N.C. Administrative Code. N.C. General Statute §150B-21.3A, which became effective in 2005, requires state agencies to review existing rules every 10 years. The Board’s review of its existing rules, contained in a report, will be reviewed by the Rules Review Commission at its September 2026 meeting.

In this report, the Board is required to evaluate each of the existing rules and make an initial determination from one of these two classifications:

  • Necessary – Means any rule other than an unnecessary rule
  • Unnecessary – Means a rule that the agency determines to be obsolete, redundant or otherwise not needed

The Board is seeking public comment on the initial determinations and its existing rules.

“Public comment” is defined by G.S. 150B-21.3A(a)(5) as a written objection to all or part of a rule. Additionally, pursuant to G.S. 150B-21.3A(c)(2), in order for the Rules Review Commission to determine whether the public comment has merit, the public comment must address the specific substance of the rule and address any of the standards of Commission review, as set forth in G.S. 150B-21.9(a).

Public comment period opens April 1, 2026 and ends June 1, 2026.
